In the Civil Obedience chain you do quests in downtown.
The fifth version is where you need to repair the fountain (3 clicks, 25 stones per click), it starts after the finishing the fifth mission of Petty Crimes chain. The fountain then also is guarded by 5 construction worker zombies.
After finishing the fountain, you get three new missions, taking down a robot (you collect it afterwards) (heavy spirit and Taking down Big Boy) and voluntary work 5.
